Panel and Launcher are lost if 'Set Default Settings' is pressed in ccsm

Bug Description
If the user installs Advanced Desktop Effects Settings (ccsm) and clicks 'Set Default Settings' in the preferences panel then the Unity compiz plugin is removed meaning the panel and launcher are lost from the desktop. I discovered this after a user reported the problem on the forums. To fix it using GUI only read here:

I had this problem in 11.10. I think this will catch more and more people out and the priority should be increased. Set Default Settings is a natural thing to do after experimenting with settings.
