Aside from the Synaptic use case where the window cannot be activated, there's the more general issue that:
no close/minimize/restore buttons are displayed on not-active windows that are fullscreen.
So it takes an extra click to activate a window in order to use its buttons. That's a regression.
Should the buttons be displayed at all times to fix this?
