Unity panel should respect the Metacity's window button layout

Bug Description
By changing the Metacity's window button layout, the change should affect to Unity panel as well. That mac-style way of layouting the window button controls is not favorable to every user, so the user should have a possibility to change it. So for example changing the layout to "menu:minimize,
