Bug Description
When the Launcher is hidden and a app needs to alert the user, the app icon in the launcher pops out and wiggles. If the user moves their pointer over this icon while it is popped out:
- It should stay popped out for a further 1 second.
- After 1 second the Launcher should slide out.
- This app icon should be clickable

No, they should not be clickable, unless they stick around once you
mouse over them. Otherwise, we create too much potential for miss-clicks.
