Allow for variable icon size on the panel (16 vs 22)

Bug Description
Indicator icons and indicator menu icons should support a non-default icon size. At the moment this is constrained to 16pixels, but it should be possible to style that and have 22 pix. icons for example.

I thought that was something ted gould would have looked into it, because it was not in my contract and of course I will need to spend time reading the whole libindicator source code to figure it out where to patch.
Let me know if it's something I must to (i.e. ted can't do)
