Moving windows to another workspace with mouse right-click is broken on some applications

Bug Description
When running Gnome Classic on Ubuntu 16.04 you could move a window to another workspace by right-clicking on the Window, and you would get a menu supporting the move.
When running Gnome Classic on Ubuntu 18.04 the workspace options on the right-click menu has disappeared from many but not all applications.
* Gnome-Terminal - OK
* Nautilus - FAIL
* gedit - FAIL
* FireFox - FAIL.
If you select a window and press Alt-Space, the menu with workspace options appear.
If you try to move a window to another workspace using keys it works.
I expect the right-click menu to supply the same options as Alt-Space
Now the right-click menu does not supply workspace options.
