Login Screen won't allow monitor to turn off

Bug Description

This bug was fixed back in 14.04, but is happening again now in 16.04.4.

Here's where it was marked fixed in 14.04:

When the Brightness and Lock times out, both of my monitor's do go off at first, but then my laptop's monitor comes back on permanently showcasing the login screen.

This same bug has ruined two of my Uncle's laptop-monitors (because he leaves his computer on 24/7).

Please fix this again.

I'm experiencing this same issue again in Ubuntu 19.04; the login screen keeps the monitor on forever.

I can either keep my laptop completely turned off when I'm not using it, or else I risk burning Ubuntu's login screen into my expensive 4K monitor.
