Sticky-edges toggle in system settings doesn't change behaviour

Bug Description
On a fresh install of 16.04 with a dual-monitor system. The sticky-edges feature is turned-on by default and toggling the switch in system-
Therefore I conclude that the toggle is broken and the issue is unrelated to the current-state of the setting. Both with the setting previously set to enabled and disabled, toggling the switch does not change the behaviour.

I can confirm that the stick edges toggle on/off made no difference to on my upgraded 15.10 to 16.04 system.
Sticky edges were off in 15.10 and changing to on/off now in 16.04 doesn't affect the behaviour.
