Dash displays "nothing that matches your search" before beginning a search

Bug Description
The Dash currently displays "Sorry, there is nothing that matches your search" before the user has entered a query. A screenshot of this is attached. This negative feedback conveys the inaccurate impression that the user's search has failed. Instead, it would seem to me more appropriate to initially present either a blank slate or a message with a more neutral tone, such as "Results will appear here."

Steps to reproduce: Under System Settings -> Privacy disable file and application recording and clear all usage data (in the "Files and Application" tab) and disable online dash results from the "Search" tab.
The dash will now claim there is nothing to match your unprovided "search".
