Broken hotkeys in non-QWERTY layout

Bug Description
Ubuntu 14.04, Unity, Dvorak-english layout.
Hotkeys to lock screen is set to Ctrl-Alt-L, but pressing it in either Dvorak or Russian (ЙЦУКЕН) does not help.
However, pressing Ctrl-Alt-N (key located in same position where L key was in QWERTY layout) does bring LockScreen. This is very bad.
( This might be a duplicate of another bug introduced in 13.10 when hotkeys would work in non-latin from their QWERTY positions, not where latin letters moved under other (dvorak, coleman) layouts. It worked in 12.04 but is now broken. )
