setting org.gnome.desktop.wm.preferences auto-raise false no longer functions

Bug Description
I have a shell script that I run each session to return settings to the way I like them.
This portion of the script worked perfectly in 13.04 but fails in 13.10:
gsettings set org.gnome.
When I run this command at a prompt I do not get any error messages but clicking in a partially occluded window still raises it to the top of the stack. I expect the click to be passed through to the application without raising its window.
