Bug Description
Effects current Unity (7.0.0daily13.
Steps to reproduce on a 2-monitor setup:
1. Open and maximize a browser on the second display.
2. Switch to a different workspace where the browser isn't shown.
3. Open a new tab in the browser by executing one of these from a terminal:
firefox "http://
google-chrome "http://
4. Switch back to the workspace where the browser was maximized
5. Confirm that the browser is now maximized on the primary display
