Bug Description

Ubuntu 12.10 Quantal with ppa:unity-team/ppa

Test Case ID Can-204 :: Version : 1: panel/appmenu_keyboard_desktop_mnemonic

Issue: Clicking on desktop, Alt+F does not do anything. Fails to open the desktop menubar.

Action:
 1 Click on the desktop
2 Press Alt + F (or any accelerator corresponding to the "File" item in your language)

Expected Results
    -> Desktop menubar appears, first menubar item is selected and its menu appears
