Launcher - unable to reveal Launcher when a window is full screen

Bug Description
To Reproduce:
1. Set the Launcher to autohide
2. Fullscreen a window e.g. press F11 in Chromium
3. push the pointer against the left edge of the screen to reveal the Launcher
What currently happens: nothing
What should happen: the Launcher is revealed.

Desired Solution:
- When a window is in full screen mode, pressing against the left edge of the screen should reveal the Launcher.
- This should work irrespective of the Launcher reveal settings e.g. the user should be able to reveal the Launcher in this manner even if the Launcher is set to be 'always displayed'.
- This also applies to the Menubar as soon a Menubar autohide is implemented.

In fact, the Launcher is presented but it appears behind the full screen window. You can note it e.g. when you reproduce the bug with a full screen Gnome Terminal window with transparent background.
