Messaging menu does not bring up new tweets

Bug Description
When new tweets appear in my feed, the messaging indicator turns blue. Clicking on the twitter icon under the messaging indicator causes the twitter icon on the dock to wiggle, but the webapp window isn't brought to the front, and if the user manually clicks on the webapp icon, the new tweets are not shown.
