Pressing volume key doesn't restore full screen brightness

Bug Description

1. Let device sit idle until the screen dims (not off, just dim)
2. Press a volume up/down button

Expected behavior: Screen returns to full brightness
Actual Behavior: No change in brightness

Reproduced on Nex4

This belongs to u-s-c as that's what has the power over brightness.

i dunno, should it really brighten the screen just for a volume increase ?
i kind of think no.
makes me wonder what the point of dim is? is it really only a "warning" the device is about to blank the screen, not actually meant for the user to "see" what's happening. e.g. no matter what the screen should always brighten if device is interacted with?

I think so, yeah, any interaction with the phone should reset the dim timer. But agree this needs design ACK.

One reason for this is that (see bug #1291458), volume keys should only work for music, really, if the screen is off (IMO).
