[scopes] Unable to turn location services back on

Bug Description

I have disabled location services in each scope(top checkbox). Later option to re-enable is not present(all remaining boxes are checked). Afterwards I have allowed location detection to scopes (initially this was not required. see https://bugs.launchpad.net/ubuntu/+source/unity-scopes-shell/+bug/1458235 ), but error "Please enable location services. Refresh by pulling... " remains and location dependent scopes are not working.
