Slow startup with WiFi disabled and 3g enabled

Bug Description
1) Disable WiFi and enable 3g
2) Restart the device
3) Notice a very slow startup of the dash (initially you are just presented with a black screen before the spinning progress)
My favourite scopes are: Apps, Music, BBC News, Youtube, The Weather Channel
Note, the slowdown could be related to/affected by bug 1400854

With mako on vivid 50, or rtm 146 (with and without upgrading all new updates via apt) I did not notice this. Immediately after SIM dialog showing up, I entered up PIN and Dash was visible.
I've the following favorites: Apps, Music, Video, Youtube, The Weather Channel, Ubuntu Store..
