Weather scope not shown if WiFi is disabled and cache is empty

Bug Description

1) Disable WiFi and ensure only 3g data is enabled
2) Clear the unity8-dash cache (rm -rf .cache/unity8-dash/)
3) Restart the device
4) Notice 'The Weather Channel' scope is not available

Note I have 'The Weather Channel' as one of my 'favourite' scopes.

I confirm on vivid r.46 i managed to get the weather app scope disappear when on 3g.

I could not reproduce this on vivid 50 on mako. But the scopes seem to disappear / time out occasionally, just not the weather channel for me.

The first boot with 3G only, I slowly browser through one scope at a time, letting it load. The video scope I needed to pull down twice before it loaded, otherwise scopes worked (note that I didn't browse to them after flashing before disabling wifi).

Then after removing the cache and rebooting, I needed to do extra refresh to Music scope because on the first (automatic) load try it loaded only texts, not images. Video I needed to refresh too. Ubuntu Store was empty, and unlike on the first boot with 3G only it didn't load at all despite refreshes. Youtube and Weather Channel scopes (also favorites) consistently showed their content for me.

On rtm + mako, latest image 146 + apt update & apt dist-upgrade to get the latest updates including Qt base update for bug #1357321:

First boot with 3G only (before, scopes not browser at all after flashing with --bootstrap), all scopes loaded fine with images (apps, music, video, youtube, weather channel, ubuntu store).

Second boot, after rm -rf .cache/unity8-dash, mostly the same but "Popular tracks on Grooveshark" in Music scope did not get the images.

Third boot, after another rm -rf .cache/unity8-dash, same as second boot but I needed to refresh the Ubuntu Store to get images.

Fourth boot, after another rm -rf .cache/unity8-dash, I waited a bit for the phone to be in 3G network as usual (ca. 10 seconds after entering PIN), but then I quickly browsed through all the scopes. This time it first seemed music scope failed to load images, but even though the progress bar spinning had ended it soon loaded the images. Youtube scope was empty, but fixed by doing a pull-down. Other scopes had their images loaded up correctly.

All in all, rtm seems to work better for me than vivid on 3G only. It also seems to work a lot better than a few weeks ago (when I was already testing the Qt update) and I had more problems loading scope images with my slow 256kbit/s limited SIM. Back then, others reported no problems at all after installing the Qt update. Maybe some timeout / delay fixes in the scopes landed since then to help with slower connections.
