Weather scope does not remember my requested location

Bug Description
Enter a city in the search field and select the city
The scope shows the weather as requested
Navigate away from the scope and back to it
The scope resets to the automatic location detected
I expected it to show the last state I left it in or to have a setting to remember the location
Combined with bug 1375756 it renders the scope useless IMO
