department translations don't include all supported locales by default

Bug Description
The default db seems to currently include only spanish variants, it should include translations for all supported languages so the application categories are translated out of the box in other locales as well

It's probably not too difficult to include the translation and it would fix the out of the box experience, could we get somebody looking at that one?
