PyGTK applications don't receive MenuItem events

Bug Description

I noticed that menubar items in the "exaile" music player application no longer appeared after upgrading to saucy. However, the menu items appeared fine in xfce and gnome.

I think the problem may be related to this bug: https://bugs.launchpad.net/ubuntu/+source/unity-gtk-module/+bug/1208019

I've attached a PyGTK program and sample output from it that demonstrates the problem. Run the test program, mouse over the generated menu item and click it. Observe that under Unity, the MenuItem receives a GDK_VISIBILITY_NOTIFY event, but then no further events. Under Gnome, a wide range of events are received during the test.
