Lightdm Does Not Show User's Custom Wallpaper If Home Folder Is Encrypted

Bug Description

This bug makes sense, given that lightdm would not have access to any folders in an encrypted home directory. A workaround would be for Ubuntu to store a copy of each users current wallpaper in system folder that isn't encrypted.

EXPECTED: The Lightdm Greeter should show each user's desktop wallpaper when that user is selected, regardless of whether or not 1) that user is using a custom wallpaper instead of a default, and 2) that user's home directory is encrypted.

WHAT HAPPENS: Lightdm falls back on the default Ubuntu wallpaper for users with encrypted home directories, because it cannot access the encrypted wallpaper file.
