Adjusting the 'Pointer speed' mouse setting in Unity has no effect

Bug Description

- What is expected to happen:
  Pointer speed (mouse sensitivity) adjusts according to the slider's position.
- What happens instead:
  The setting has no effect on mouse, though the slider can be moved freely.
- How it happens:
  1) Log in into a Unity session;
  2) Go to System Settings > Mouse & Touchpad > Try moving the slider to either side;
  3) The new values are not applied, pointer speed is not updated.

Whenever the slider's position is moved, the "speed" key in "org.gnome.desktop.peripherals.mouse" gsettings schema updates accordingly, however the "libinput Accel Speed (290)" property does not. It stays at 0. Manually setting a value to this property (xinput --set-prop device property value) has an immediate effect.

This setting works as expected during a GNOME session. Both the "speed" key and the "Accel Speed" property update as the slider is adjusted.

This behavior can be observed from an Ubuntu Live USB session as well. Booting up a live Ubuntu 18.04.5 session, installing Unity and trying to adjust the Pointer speed slider yields the same result, or no result, shall I say. Hence, I set the status to "Confirmed".

Try installing xserver-xorg-input-synaptics.

Testing Ubuntu Unity Impish ISO, I've just realized that touchpad click doesn't work either, although installing xserver-xorg-input-synaptics helped with that. Touchpad can be configured as expected (additional checkboxes appeared), the mouse cannot, though. Installing x-x-i-mouse did not help either.

Regardless, I think x-x-i-synaptics has to be included in the ISO.
