ufw requires /var and /usr to be mounted on boot

Bug Description
Binary package hint: ufw
User rules are stored in /var/lib/ufw and /etc/init.d/ufw uses files in /usr/share/ufw. This should be changed for when /usr and /var are not mounted when ufw is run during the boot sequence.
