USB 3g modems dont switch to ttyUSB until udevadm trigger

Bug Description
After completed install of xubuntu precise i386:
inserting any USB modem, none are recognised (I tried E220, E169 and E160E)
in dmesg all you see is the fake CDROM device, indicating the usb modeswitch isnt happening
eventually I tried `udevadm trigger` with the E220 plugged in, and it switched to serial and I could connect to the Internet with it when modemmanager eventually found it. From this point on any of the modems are recognized as USB serial when you plugin them in.
After reboot, back to square one until the first time you do a udevadm trigger.
