Brother scanner udev rule missing

Bug Description

Binary package hint: udev

In Ubuntu Intrepid 32 bit, I get the following error when trying to use xsane:
  Failed to open device 'brother2:bus4:dev1': Error during device I/O
When I run xsane as root or do "sudo chmod a+rw /dev/bus/usb/002/002" it will work.
The permissions of the device should be set correctly by udev.

Correction, an ACL on the device should be set by HAL

The scanner works after adding the following to /lib/udev/rules.d/40-libsane.rules:

ATTRS{idVendor}=="04f9", ENV{libsane_matched}="yes"
