Please run sudo nano /var/lib/dpkg/info/grub-pc.postinst, and on the second line that reads "set -e", change it to "set -ex", then save and exit the editor. Then run sudo apt-get install -f, and post the output.

It looks like ucf is failing instead of prompting to update the config file. I'm not sure why that would fail.

affects: grub2 (Ubuntu) → ucf (Ubuntu)

An error code of '10' from debconf generically means that wrong arguments have been passed.

Please show the output of 'debconf-show ucf'

ok, the output of 'debconf-show ucf' looks reasonable, so the problem doesn't appear to be with debconf database corruption.
