Bug Description

From this MR https://code.launchpad.net/~tpeeters/ubuntu-ui-toolkit/toolbar-tabs-deactivate/+merge/186065 :

> - Sometimes when opening an app tabs are scrolling while expanding like a

Initially, the tabs must not be animating.

There is no question for design here, so I mark it as invalid for the Ubuntu UX project.

Still a valid bug for ubuntu-ui-toolkit.
