Bug Description
1. In System Settings, tap on any screen that takes more than two seconds to load. (Current examples include "About" > "Storage", and "Language & Text" > "Keyboard layouts".)
What happens:
1. The item highlights.
2. In most cases, the screen doesn't appear at all until it finishes loading.
What should happen: <https:/
"1. When you choose an item, the item should highlight until its screen appears.
2. If that screen has not loaded within two seconds, a placeholder screen should appear with an empty header and an optically centered spinner.
3. If the actual screen still has not loaded after another two seconds, following standard toolkit behavior, the spinner should actually appear."
Similar behavior has been implemented for the "Cellular" screen in particular. But like the Flickable (bug 1470782), it should be an automatic part of every System Settings screen.
(This is the sequel to bug 1239884.)
