Privacy : Files/blacklist child window is not modal

Bug Description

Launch Privacy app, choose Files tab.
Check several combinations of the check boxes under "Don't record activity for the following type of files:"
    The items should be checked.
Underneath the "Don't record activity in the following folders:" box should be a "+" and "-" button. Click on the "+" button
    A file dialog should appear.
    User should not be able to interact with anything in the main window while the file dialog is active?

Observed - can change the options in the main window.
