20.04 is still a development release

Bug Description
If I check for updates, the system tells me that everything is up to date, but there is a new version 20.04 LTS available. If I then choose to update, it warns me not to continue:
"Welcome to the Ubuntu 'Focal Fossa' development release
This release is still in development. Do not install it on production machines."
That seems weird, given that is was supposedly released in April.
