Upgrade Kubuntu 19.04 -> 19.10 fails

Bug Description

The updater fails, warns about third party PPAs. I have disabled all third party PPAs in package sources, but no luck, same error. It says I should use ppa-purge to remove third party launchpad ppa.

main.log says "Dist-upgrade failed: 'Das Paket »update-manager-core« ist zum Löschen vorgesehen, wurde aber durch das System gesperrt.'"

"The package update-manager-core is marked for deletion, but has been locked by the system".

It seems to me that it tries to uninstall update-manager-core, but can't, because it is on the blacklist. Makes no sense to me, why should the update-manager uninstall itself during the update?

thats weird, after trying multiple times, the update manager failed again with an error. But then I found out that it had already upgraded my package sources to the Eoan Ermine versions, and I was able to simply update via APT from the command line.

I am now on 19.10 / Plasma 5.16.5, so I guess I got it sorted. Still strange though.
