Bad interaction between pulseaudio and bluetooth

Bug Description

I'm running Kubuntu 14.04. I am trying to use my headphones to listen to music from my laptop. The headphones are correctly paired, and I get a message to that effect, but I can't switch the audio output to bluetooth -- it just isn't listed in the Phonon settings of System Settings, nor does it show up in pavucontrol. There have been many reports of difficulty in using bluetooth with pulseaudio in addition to this, particularly for Kubuntu 14.04.

A couple of other things: First, at one point I did have the headphones working, but I haven't been able to get them working again. Second, the expected behavior: Using the Phonon settings, I should be able to switch easily between the built-in speakers and the headphones, or even between two different sets of headphones as long as they are paired to the laptop.
