ubuntu-release-upgrader doesn't depend on python-apport

Bug Description
Description:
A default Saucy system will not have python-apport installed and the crash handler in the release upgrade tarball needs python-apport to be able to create a crash report. Subsequently, we may not be receiving crash reports for every release upgrade crash.
The release upgrader runs with python2 because it needs to run on Precise and Saucy.
Test Case:
1) run python /usr/lib/
2) notice a failed to import apport python module error message
With the package from -proposed you should receive a "Crash report" dialog saying that 'do-release-upgrade has stopped unexpectedly'. Do not submit the crash report.

Accepted ubuntu- release- upgrader into saucy-proposed. The package will build now and be available at http:// launchpad. net/ubuntu/ +source/ ubuntu- release- upgrader/ 1:0.205. 5 in a few hours, and then in the -proposed repository.
