This is because ubuntu-release-upgrader doesn't depend on python-apport and it is no longer depended on by anything else. I mean that package used to be installl on most Ubuntu systems because apport or ubuntuone-client depended on it. |

Description:
A default Saucy system will not have python-apport installed and the crash handler in the release upgrade tarball needs python-apport to be able to create a crash report. Subsequently, we may not be receiving crash reports for every release upgrade crash.
The release upgrader runs with python2 because it needs to run on Precise and Saucy.
