System refuses to proceed the release upgrade due to third party software

Bug Description
I was proceeding to the upgrade release from ubuntu 13.04 to 13.10 but the upgrade don't go further because of third party software or prerelease ubuntu.
But in fact I do not use prerelease ubuntu software.
