This because gir1.2-webkit-3.0 is a recommends only and Lubuntu in Quantal does not / did not install recommends by default.

Looking at some of the instances on errors we can see that this only affects Lubuntu.

A default Lubuntu install on 13.04 has gir1.2-webkit-3.0 installed so this particular fix does nothing but is still good to get in.

This bug was fixed in the package ubuntu-release-upgrader - 1:0.200

I installed ubuntu-release-upgrader from quantal-proposed and confirm that check-new-release-gtk now works and webkit was installed.

gir1.2-webkit-3.0 is already installed on a default 13.04 lubuntu install so marking as verification-done-raring.

This bug was fixed in the package ubuntu-release-upgrader - 1:0.190.8
