Bug Description
If there is no ubuntu-desktop installed it will use "gdm" as one of the key dependencies to figure out what DE to use. This is obsolete.
Test case:
1. install precise
2. remove ubuntu-desktop
3. upgrade and verify that it won't try to reinstall ubuntu-desktop
4. use the update release-upgrader via do-release-upgrade -d
5. verify that it works now and reinstalls ubuntu-desktop
