click-hook errors out under snappy image

Bug Description

Working on building a snappy personal image, one of the failing systemd job is

"* ubuntu-snappy.run-hooks.service - Run snappy compatibility hooks
   Loaded: loaded (/lib/systemd/system/ubuntu-snappy.run-hooks.service; enabled; vendor preset: enabled)
   Active: failed (Result: exit-code) since Mon 2015-06-22 14:10:50 UTC; 5min ago
  Process: 896 ExecStart=/usr/bin/snappy internal-run-hooks (code=exited, status=1/FAILURE)
 Main PID: 896 (code=exited, status=1/FAILURE)"

The click-hook command fails because it looks for a ~/.local/share/ubuntu-push-client/helpers directory which doesn't exist

having a system service using an user directory seems wrong, also if the directory doesn't exist it should probably exit without an error
