All keyboard accelerators or shortcuts should be configurable in one place

Bug Description

Dear Ones,

Since Unity has keyboard accelerators as a Compiz plugin, then these are configurable through the Compiz Config Settings Manager (CCSM).

This means that they aren't configurable by the average user, and would require him to install CCSM and CCSM is a pandora's box of desktop wreckage.

Unity's keyboard shortcuts should be configurable out of the box and all desktop keyboard shortcuts should be configurable through one interface.
