[ubuntu-server] after hardy->lucid upgrade, apport has not been installed

Bug Description
After upgrading an installation of ubuntu-server from hardy -> lucid via a cd upgrade with the lucid RC candidate iso, apport has not been included in the installation, though it's available on the iso and new installations get it installed. I'm assuming this is because there's no ubuntu-server metapackage, just the tasksel task?
Should apport be a recommends on the ubuntu-standard package?
