rsync shouldn't be a dependency of ubuntu-standard

Bug Description

I need a laptop with the minimal set of softwares installed but I don't want a netbook.

I saw that the rsync server was installed by default and it has be below drawbacks:
- it is slowing down the boot process or the use during the first minutes (in case of delayed/parallel launch)
- it increases the used memory
- it increases the suspend to disk time and resume since more memory needs to be saved/restored

I think rsync should be marked as a recommended dependency but not a required dependency.

If you activate too much services by default, you will get an OS like Microsoft Vista.
