linux-headers-* shouldn't be recommended by base packages

Bug Description

This bug is different from #235327

Most of the user will never use the linux-headers-* packages. However it will be installed on all the hosts.

Synaptic shows that the linux-headers-2.6.31-14 package is the 3rd disk space consumer on an usual Ubuntu desktop install (see screenshot).

Each time you update the linux-image-generic package, the linux-headers-generic package is updated as well. linux-headers-generic adds to the kernel update more than 80MB of files to be installed and removed and slowdowns the update process.

I think that neither the ubuntu-desktop nor the linux-image-* packages should add the linux-headers-* package in the recommended dependencies.

We would save more than 80 MB for most of the users and speed-up the install/upgrade/update process.
