Installing ubuntu-desktop without recommends does not result in an usable minimal desktop

Bug Description
Installing the package ubuntu-desktop on an Ubuntu Server installation using:
sudo apt-get install --no-install-
does not result in an usable minimal desktop. It is not possible to run any applications, because the Applications lens is missing, and it's not possible to log out since there is no session indicator. To fix this, these packages should be added to Depends:
- unity-lens-
- indicator-session
The following packages are not required for desktop functionality, yet they are in Depends:
- checkbox-qt
- eog
- gnome-calculator
- gnome-font-viewer
- gnome-screenshot
- gucharmap
- nautilus-sendto
- software-center
- update-notifier
