Have Arc GTK+ Theme installed by default

Bug Description

Since Yakkety the Arc GTK+ Theme is now available for install through the universe repository under that package name of "arc-theme". Arc is a really good modern day theme such as Adwaita and Numix and I really feel that like those two it should also be installed by default so that one doesn't have to install an extra package in order to be able to switch to it in the gnome-tweak-tool.

It would be nice also to have more choice of themes to switch to so having a third option would be so nice, especially as it is another really popular and modern theme.

Ubuntu GNOME 16.10 no longer installs numix-gtk-theme by default. Because of how Ubuntu metapackages work, numix-gtk-theme will still be installed for those who upgraded from prior Ubuntu GNOME releases.

In general, I think Ubuntu GNOME should follow the Ubuntu tradition of installing a single best "app" (or whatever) for its category. For instance, if we were to add chromium-browser to the default install, we should remove firefox unless there's a compelling reason to have the duplication.

There are several GTK+ 3.20 compatible themes available in Ubuntu now. Why should we install one or two of them by default in addition to Adwaita?
