running "sudo ubuntu-download-manager -disable-timeout" expects /var/cache/ubuntu-download-manager to exist and be writable

Bug Description

during a debug session i was asked to run the above command, which results in the following error message:

E0428 17:56:31.868949 17824 downloads_db.cpp:133] Could not create the data path /var/cache/ubuntu-download-manager
E0428 17:56:31.877560 17824 downloads_db.cpp:147] out of memory Error opening database
E0428 17:56:32.834687 17824 base_daemon.cpp:131] Could not register service. DBus Error => org.freedesktop.DBus.Error.Disconnected:Not connected to D-Bus server
