French packaging guide not installed in Edgy

Bug Description

In System/Help/System documentation ("Système/Aide/Documentation du système") we have a entry for Packaging guide ("Empaquetage de nouvelles appli...") but clicking this link cause an error because no french version of this guide is installed with ubuntu-docs under /usr/share/gnome/help/packagingguide/fr
