[submittodebian] should use reasonable names for debdiff attachments

Bug Description
Debdiffs attached to bugs using submittodebian show up with the filename they had when they were attached.
Since submittodebian is just using mkstemp to generate those filenames, they usually look ugly and, among other things, lack a .diff or .debdiff suffix.
It would be preferable for the debdiffs to use a more reasonable name, e.g. package_
