rebooting does not clear firefox's "restart required" status

Bug Description
Binary package hint: firefox-3.0
After dist-upgrading today, I had a new kernel and a new firefox. both, of course, wanted a restart.
So I rebooted the machine (yes, with firefox still running...)
Upon starting firefox after the reboot, it immediately squawked that it needed to be restarted. That should have been cleared when I rebooted the entire box.

this is a dupe of bug 270303 which easily can happen if you don't shutdown firefox to reboot. the fix is to not use the localstore.rdf timestamp, but to properly use a startup listener that remembers the time firefox was actually started.
